William Carpenter was born in 1818 to Margaret Sarah Carpenter, a professional portrait painter, and William Hookham Carpenter, who eventually became Keeper of the Prints and Drawings Department at the British Museum. He trained at Royal Academy Schools from 1835 onwards.

Carpenter spent a considerable amount of time in India after arriving in Bombay in 1850. He travelled around Maharashtra, Gujarat, Punjab, Delhi, Lahore, Kashmir, Rajasthan, and Afghanistan from 1850 to 1856. He produced many proficient watercolour works including street scenes and portraits. His body of work from this time exhibited a keen attention to the Indian way of life and dress. He made portraits of royalty that brought their sumptuous garments and jewellery to life.
On his return to England, his watercolours were illustrated in black and white in The Illustrated London News from 1857 to 1859. Some works made during the visit were exhibited at the Royal Academy in 1857, 1858 and 1866.
The artist died in 1899.
